      2.    Exit Interview
            The inspection scope and findings were summarized on' February 28, 1986, with
            those persons indicated in Paragraph I above. The inspector described the
            areas inspected and discussed the inspection findings.          No dissenting
            comments were received from the licensee.
            The licensee did not identify as proprietary any of the materials provided
            to or reviewed b~y the inspector during this inspection.
      3.    Licensee Action on Previous Enforcement Matters
            (Closed) Violation 50-321, 366/85-23-03.      Failure to maintain Emergency
            Implementing Procedures as required by Technical Specifications.
            Georgia Power's letter of response dated September 24, 1985, for this
            violation had been reviewed and was determined to be acceptable by
            Region II. The inspector verified the licensee's corrective action and
            noted no discrepancies ~ .
    .4.    Knewledge and Performance of Duties (Training) 82206
            Pursuant to 10 CFR 50.47(b)(15) and 10 CFR 50, Appendix E, Section IV.F,
            this area was inspected to determine        her emergency response personnel

    understood their emergency response roles and could perform their assigned
    functions.
    The inspector reviewed the description of the training program (in the
    Emergency Plan), training procedures, selected lesson plans and training
    records, and interviewed members of the instructional staff. Based on these
    reviews and interviews, the inspector determined that the licensee has
    established an aggressive formal emergency training program.      The review
    and interviews disclosed that the impetus of this training program was the
    highest category audit weakness that had been identified by the licensee's
    quality assurance audit of emergency planning. A review of the November 14,
    1985, audit records documented the finding that the licensee had failed to
    maintain a qualified emergency response staff per the Emergency Plan. A
    comparisem of the licensee's emergency position matrix against the emergency
    response training status report indicated that some personnel listed on the
    matrix had not received the necessary training for the functional position
    -to which they were assigned. Annex-0, Radiological Emergency Response
    Training, of the Plant Hatch Emergency Plan, describes the specialized
    training that the various categories of emergency personnel are to receive.
    This licensee identified failure to have trained the emergency response
    staff in accordance with the Emergency Plan is identified as an inspector
    follow-up item (321,366/86-07-01).
    The inspector's review of the implementing procedures identified a violation
    by the licensee for failure to fully implement Emergency Plan Implementing
    Procedure 63-EP-EIP-078-05 dated August 7, 1985. Specifically, the licensee
    had failed to: (1) provide management summary reports to plant management.as
    described, and (2) publisn the initial and uodated reports listed in the
    procedure in accordance with the schedule described. This is identified as
    a violation in that the licensee failed to implement emergency implementing
    procedures      as    required _by    Technical  Specification  6.8.1.e
    (321,366/86-07-02).
    During - the course of the inspection, the inspector observed a licensee
    conducted emergency drill which tested the emergency staff's response and
      included the establishment of communication links in the emergency response
      facilities. The drill appeared to have been well pianned and accomplished
    the desired objectives.        The drill provided * the inspector with the
    opportunity to evaluate how the notifications pursuant to 10 CFR 50.72 would
    be simulated during this drill.        The inspector was informed that the
    on-shif t Operations Supervisor would be the communicator who would make the
    notifications to the NRC Headquarters Operations Officer. This notification
    -was in accordance with the Plant Hatch Emergency Procedures.        The Shift
    Clerk indicated that since he was not sufficiently knowledgeable of
    operational events he would not make the notification to the NRC. The
      inspector's discussions with the licensee did not identify any changes made
      to the notification procedures in response to IE Information Notice
      No. 85-80, Timely Declaration of an Emergency Class, Implementation of an
      Emergency Plan, and Emergency Notifications.'
      One violation was identified.

violation had been reviewed and was determined to be acceptable by

Region II. The inspector verified the licensee's corrective action and

The inspector reviewed the description of the training program (in the

Emergency Plan), training procedures, selected lesson plans and training

records, and interviewed members of the instructional staff. Based on these

reviews and interviews, the inspector determined that the licensee has
