NOTICE OF VIOLATION l

. Southern Nuclear Operating Docket Nos. 50-321, 50 366 Company.Inc License Nos. DPR-57. NPF-5 Hatch Units 1 and 2 During the NRC inspection conducted on August 17. 1997, through October 4.- 1 1997, a violation of NRC requirements was identified. In accordance with the

" General Statement of Policy and Procedure for NRC Enforcement Actions." MIREG  !

Maintenance Work Order, state a specific scope of work using referenced i miterial, at applicable. Step 8.5.1 require, in part, that prior to the start of-plant maintenance, the responsible personnel will perform a cursory review of the Maintenance Work Order package to ensure that the contents are ,

adequate.

Adherence." Revision 0. Step 8.2.1 requires, in part, that " Continuous Use" ,

Contrary to the above, writun procedures were not implemented in that:

1. On August 15, 1997. Administrative Control procedure 50AC-MNT-001-OS.

~ Maintenance Program. Revision 25. Steps 4.2.5. 8.2.2. 8.~2.1.2. and 8.5.1 -

were not correctly performed. Unit 1 operations personnel developed a -

Maintenance Work Order and authorized maintenance work activities using-  ;

. a Maintenance Work Order with no work instructions, referenced material, or specific work scope identified. Maintenance work was completed using a Maintenance Work Order with inadequate instructions following a  ;

cursory review by responsible personnel.

2. On or before March 28. Step 8.6.5 of procedure 40AC-QCX-001-0S was not fully im)1emented. A VT1 inspection for re)lacement work activities on Reactor r eedwater Inboard check valve 2B21 ;010B was not performed as required by the Quality Control Inspection Point Assignment Sheet.
3. On September 11, 1997. Step 8.2.1 of procedure li"C-MGR-019-OS was not implemented. Operations Jersonnel transferred Erc 'gency Diesel Generator (EDG) 125 Volt 31 rect Current (VDC) battery chargers without the use of procedures. This resulted in improper battery charger alignmene that rendared the 125 VDC subsystems for the 2A and 2C EDGs inoperabh.

This is a Severity Level IV Violation (Supplement 1).

Pursuant to the provisions of 10 CFR 2.201 Southern Nuclear Operating Company. Inc. is hereby requited to submit a written statement or explanation to the U.S. Nuclear Regulatory Commission. ATTN: Document Control Desk.

Washington. D.C. 20555. with a copy to the Regional Administrator. Region II, and a copy to the NRC Resident inspector. Hatch Nuclear Plant. within 30 days of the date of the letter transmitting this Notice of Violat'.on (Notice).

This reply should be clearly marked as a " Reply to a Notice of Violation" and should include for each violation: (1) the reason for the violation, or, if contested the basis for disputing the violation. (2) the corrective steps that have been taken and the results achieved. (3) the corrective steps that will be taken to avoid further violations, and (4) the date when full comaliance will be ach'eved. Your response may rererence or include 3revious docceted correspondence, if the correspondence adequately addresses t1e required response. If an adequate reply is not received within the time specified in this Notice, an order or Demand for Information may be issued as to why the license should not be modified, sus) ended, or revoked or why such other action as ty be proper should not be tacen. Where good cause is shown.
