PLANT SHUTDOWN DUE TO PRIMARY PRESSURE BOUNDARY LEAKAGE l On Jcnuary 29, 1997, Pla.it Hatch Unit 1 declared a Notice of Unusual Evcnt at 8:35 a.m., for reactor coolant pressure boundary leakage, as I dsfined in Technical Specification 3.4.4. The licensee had commenced a reduction in power from 100% on January 28 to investigate a known drywell l lockcge problem, and made a drywell entry at 6:00 a.m. on January 29. A l lock was identified on a cracked weld on a three-quarter inch vent line on the Shutdown Cooling suction piping in a section of piping which is i l normally not isolated from the reactor vessel.
