With the implementation of the administrative 1y controlled unique key and lock system which will secure the bypass valves DH21 and DH23, we concluoe that the present facility design and procedures meet without question, the required protection for the health and safety of the public. This unique key and lock system will be implemented by the Applicant prior to start up following the first regularly scheduled refueling outage. With this commitment we consider that the requirements of license condition 2.C. (3)(p) have been met.
