The information is as initially received without verifi-cation or evaluation, and is basically all that is known by the Region 11 staff on this date.

SUBJECT:

SHUTOOWN IN EXCESS OF 48 HOURS At 9:30 p.m. on December 28 a survei' lance test determined the Unit I reactor coolant system (RCS) unidentified leak rate to be approximately 0.28 gailons per minute (gpm) in excess of the 1.0 gpm Technical Spet.ification (TS) limit.

The Unit was at 30% power conducting an ascent to full power following a refueling outage.

In compliance with the TS action statement, a power decrease was commenced at 5:55 a.m. on December 29; the Unit entered Mode 3 at 7:24 a.m. and Mode 4 at 8:49 p.m. A Unit cooldown is continuing with RCS temperature at 300*F at 8:00 a.m. on December 30. The leakage is ,

suspected to be coming from an in-core thermocouple electrical connection seal. Virginia ectric and Power Company (VEPCO) is planning a nine-day outage to repair the leak and an

'C' loop cold leg temperature element / manifold which had failed on December 24.

xegion II is monitoring VEFCO's repair efforts.

North Anna Unit 2 is operating at 100 percent power, ,

VEPC0 is prepared to respond to media inquiries.

The licensee informed the NRC headquarters incident response center of this occurrence by telephone at 6:08 a.m. on December 29.
