June 14, 1985 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE PNO-II-85-61 This preliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest significance. The information is as initially received without verifi-cation or evaluation, and is basically all that is known by the Region II staff on this date.

FACILITY: Virginia Electric and Power Company Licensee Emergency Classification:

North Anna Units 1 and 2 X Notification of Unusual Event Docket No. 50-338 & 50-339 Alert Mineral, Virginia Site Area Emergency General Emergency Not Applicable SilBJECT: UNPLANNED RELEASE WITHIN REGULATORY LIMITS A four-minute unplanned release of radioactive gases occurred at 4:35 p.m. (EDT) yesterday.

A surge drum in the system which removes radioactive gas from the primary coolant filled with water, causing relief valves to lift. The resulting release, which went from the valves to the process vent system and up the facility stack, was unfiltered because the relief valves discharge downstream from the filters.

Because initial stack monitor readings indicated that the release could exceed technical specification instantaneous release limits, Virginia Electric and Power Company (VEPC0) declared an unusual event at 5:05 p.m. and terminated it at 5:24 p.m. Later analysis of stack sample results, however, showed that the release was about one percent of the instantaneous limits and that off-site doses were negligible.

The NRC resident inspector is monitoring VEPCO's follow-up investigation.

VEPC0 is prepared to respond to media inquiries.

The Comonwealth of Virginia has been informed.

VEPC0 informed the NRC headquarters incident response center of this incident by telephone at 5:14 p.m. yesterday. This information is current as of 11:30 a.m. today.
