-FACILITY: VIRGINIA ELECTRIC AND POWER COMPANY Licensee Emergency Classification:

North Anna Notification of Unusual Event D'ocket Nos.: 50-338, 50-339 Alert Mineral, Virginia Site Area Emergency Surry General Emergency Docket Nos.: 50-280, 50-281 X Not Applicable SurrV, Virginia

SUBJECT:

POTENTIAL RADI0 ACTIVE MATERIAL IN UNRESTRICTED AREA The licensee received notification on July 28, 1987, from the New York State Department of Environmental Conservation that a fireman in Springwater (Livingstone County), New York had discovered miscellaneous boxes and equipment in an abandcned building located outside of Springwater. Five or six 15 gallon yellow plastic containers were marked with the standard radiation symbol . Two of the boxes were marked with the names of the licensee's two nuclear facilities, Surry and North Anna. Some of the equipment appeared to be new.

The material is thought to have been in the building one to two years. Radiation surveys performed by the fireman, with civil defense instruments, reportedly indicate above background readings on some of the equipment.

Preliminary investigation by the licensee indicates that the material may have been clean surplus material disposed of after the cancellation of North Anna, Unit 3 and the completion of the steam generator replacement project at Surry several years ago.  ;

Representatives of the New York State Department of Environmental Conservation and the regional representative of the New York State Department of Radiation Health will survey this material on July 29.

Region II was notified by the State of New York on July 29, 1987: Region I was notified.

The State of New York and Virginia have been informed. The Region I office will maintain contact with the State of New York to ensure that the situation has been satisfactorily resolved. Depending on the outcome of the survey by New York State personnel Region II will follow up with the licensee.

This information is current as of 4:15 p.m. on July 29, 1987.
