December 27. 1996 EN 96-098 0FFICE OF ENFORCEMENT NOTIFICATION OF SIGNIFICANT ENFORCEMENT ACTION fo 337 Licensee: Mr. Cecil Ray Owen (IA 96-103)

Subiect: ORDER PROHIBITING INVOLVEMENT IN NRC-LICENSED ACTIVITIES This is to inform the Commission that an Order Prohibiting Involvement in NRC-Licensed Activities will be issued on or about January 2, 1997 to an unlicensed individual who formerly worked as a contract millwright at the North Anna Power Station. The action is based on an investigation conducted by the Office of Investigation, which determined that Mr. Owen completed a background questionnaire for a position at North Anna and deliberately did not identify his previous employment where he was terminated for a positive drug test.

It should be noted that the individual has not been specifically informed of the enforcement action. The schedule of issuance and notification is:

Mailing of Notice January 2,1997 Telephone Notification of Licensee January 2, 1997 The State of Virginia will be notified.

The individual is prohibited from involvement in NRC-licensed. activities for a period of one year, and is required to notify the NRC of his first involvement in NRC-licensed activities for one year following the prohibition period.
