SUBJECT:

THIRTEEN INDIVIDUALS RECEIVED LOW LEVEL CONTAMINATION Following completion of valve maintenance on October 24 and while returning the charging system to operation, two drain valves were inadvertently left open. Approximately 1000 gallons of contaminated water flowed from the open drain valves into the auxiliary building. As a result of the spill, thirteen persons received low level contamination. The personnel were subsequently decontaminated onsite.

The spill also caused failure of an electrical s'olenoid which resulted in En loss of cooling to one reactor coolant pump. An operator manually tripped i fg the reactor and shut down the pump. The solenoid was repaired and the i reactor returned to operation.

g This occurrence did not result in any exposure to personnel o. release of materials in excess of allowable limits.

Local media interest has occurred. A news release is not planned by the licensee nor NRC. The Commonwealth of Virginia has been informed.

Region II (Atlanta) received notification of this occurrence by telephone from the resident inspector at 8 30 a.m. on October 25. This information is current as of 8:00 a.m. on October 26, 1978.
