July 17, 1986 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE PNO-II-86-51 This preliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest significance. The information is as initially received without verifi-cation or evaluation, and is basically all that is known by the Region II staff on this date.

SUBJECT:

MEDIA INTEREST IN DENIAL OF PLANT ACCESS TO CONTPACTOR PERSONNEL The licensee has notified Region II that media interest has developed in the company's denial of plant access to eight employees of a painting contractor following an internal licensee investigation of possible illegal drug use.

The company informed Region II of this investigation in early July and has kept the NRC resident inspectors informed.

The contractor is Williams Power Service, a painting contractor whose employees have been painting in the turbine building and yard area, both non-safety related.

Region II inspectors are continuing to follow the investigation and its results. No charges have been placed, but the company has identified eight employees of the contractor who no longer have company authorization to be present on plant property.

The company is responding to media inquiries. The NRC will respond to media inquiries should they occur.
