( !j PRELIMINARY NOTIFICATION m._

May 26, 1978 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE -- PNO This preliminary notification constitutes EARLY notice of an event of POSSIBLE safety or public interest significance. The information presented is as initially received without verification or evaluation 1

_and is basically all that is known by IE staff as of this date.

FACILITY: Virginia Electric and Power Compauy North Anna, Unit No. 1 Docket No. 50-338 Louisa County, Virginia

SUBJECT:

ANTICIPATED MEDIA INTEREST 4  !

Planned surveys conducted inside reactor containment during the startup i testing program revealed neutron and gamma radiation levels in excess of those predicted in the Final Safety Analysis Report for full power -

operation. VEPC0 reported this problem to the Region II (Atlanta) office on April 27 and submitted a followup report to the NRC on May 5 FE ;

documenting their findings and proposed corrective actions.

( \ .

1  :

IE inspectors have already verified that outside reactor containment there

~ is no full power radiation hazard and that appropriate administrative procedures have been implemented by the licensee. Similar problems have been found during startup testing at other nuclear power plants which were corrected by installation of additional shielding.

Media interest is anticipated due to recent public attention to startup of this plant and to VEPCO's request for rate increases associated with placing this unit in commercial operation. Articles are expected to be published in the Washington, D. C. newspapers during the Memorial Day weekend discussing commercial operation including current problems. A news release is not planned by the licensee or NRC. The Commonwealth of Virginia has been informed.

_ _ Region II (Atlanta) received notification of the expected media interest by telephone from the NRC Public Affairs Office on May 26.
