U.S. Nuclear Regulatory Commission Public Meeting Summary

Title:

Discussion of Dominion's Response to Select Staff RAIs on North Anna Subsequent License Renewal Application - TOPICS TO BE DETERMINED Date of Meeting: June 17, 2021, 2:00 pm - 3:00 pm Location: Webinar Type of Meeting: This is an Observation Meeting. This is a meeting in which attendees will have an opportunity to observe the U.S. Nuclear Regulatory Commission (NRC) performing its regulatory function or discussing regulatory issues. Attendees will have an opportunity to ask questions of the NRC staff or make comments about the issues discussed following the business portion of the meeting; however, the NRC is not actively soliciting comments toward regulatory decisions at this meeting.

Purpose of the Meeting(s):

To discuss Virginia Electric and Power Company's (Dominion Energy's) responses to select NRC requests for additional information (RAIs) associated with the safety review of the North Anna Power Station, Units 1 and 2 (NAPS) Subsequent License Renewal Application (SLRA).

To enable the staff to gain a better understanding of Dominion Energy's approach to aging management and to formulate a path forward.

General Details:

The NRC staff held a public, observational meeting with Dominion Energy to discuss responses to select NRC RAIs associated with the safety review of the NAPS SLRA. The meeting began at 2:00 pm and ended approximately at 2:30 pm. There were nine NRC staff members, four applicant staff and contractor, and two members of the public. The meeting began with introductions of the NRC staff, Dominion Energy staff and contractor, and members of the public who wished to introduce themselves.

Summary of Meeting:

B2.1.35-1, RG 1.127, Inspection of Water-Control Structures Associated with Nuclear Power Plants The draft RAI to be discussed was made publicly available in the Agencywide Document Access and Management System (ADAMS) Accession No. ML21166A351.

The staff began the discussion by explaining that the issue - settlement marker SM-28 for the Service Water Valve House has reached the 75% settlement limit specified in Technical Requirements Manual (TRM) Section B3.7.7 - is a late breaking issue but the staff needs to understand how settlement of the Service Water Valve House will be managed in the subsequent period of extended operation (SPEO).

Dominion explained that the issue has been entered into the corrective action program and was being worked accordingly. Dominion further explained that the SLRA was a snapshot in time and is not updated for items entered into the corrective action program. At this point in time, Enclosure 1

Dominion would be able to summarize the issue, state that it is in the corrective action program, and state that it will follow the TRM. Dominion pointed out that the TRM is part of currently licensing basis and will be followed and carried into the SPEO.

The staff explained that its focus is SPEO and there are at least two options for responding to the request: updating the acceptance criteria or providing a method of how acceptance criteria will be updated in the future, specifically during SPEO. The staff explained that normally when an item is entered into the corrective action program, the goal is to return it to its original state.

In the case of settlement, the structure cannot be returned to its original state and a new acceptable state needs to be defined with new acceptance limits.

Dominion explained that its current plan is to adjust the tie rods to accommodate additional settlement and reset the criteria. The settlement has been slowing down so additional adjustments to the tie rods and the acceptance criteria are not anticipated.
