U.S. Nuclear Regulatory Commission Public Meeting Summary

Title:

Discussion of Dominion's Response to Select Staff Requests for Additional Information on North Anna Subsequent License Renewal Application - TOPICS TO BE DETERMINED Date of Meeting: June 24, 2021, 2:00 pm - 5:00 pm Location: Webinar Type of Meeting: This is an Observation Meeting. This is a meeting in which attendees will have an opportunity to observe the U.S. Nuclear Regulatory Commission (NRC) performing its regulatory function or discussing regulatory issues. Attendees will have an opportunity to ask questions of the NRC staff or make comments about the issues discussed following the business portion of the meeting; however, the NRC is not actively soliciting comments toward regulatory decisions at this meeting.

Purpose of the Meeting(s):

To discuss Virginia Electric and Power Company's (Dominion Energy's) responses to select NRC requests for additional information (RAIs) associated with the safety review of the North Anna Power Station, Units 1 and 2 (NAPS) Subsequent License Renewal Application (SLRA).

To enable the staff to gain a better understanding of Dominion Energy's approach to aging management and to formulate a path forward.

General Details:

The NRC staff held a public, observational meeting with Dominion Energy to discuss responses to select NRC RAIs associated with the safety review of the NAPS SLRA. The meeting began at 2:00 pm and 3:00 pm. There were ten NRC staff members, eleven applicant staff and contractor, and two members of the public. The meeting began with introductions of the NRC staff, Dominion Energy staff.

Summary of Meeting:

  • RAI B2.1.16-1a (Exception for Fire Pump Suction Screen Inspections) o Dominion will make several insertions in the aging management program (AMP) and modify the commitment table. The staff finds these changes appropriate and requests Dominion explain and justify the 12-year inspection frequency in both AMP and commitment table. Dominion presented draft language for the staff to consider.
  • RAI B.2.1.17-2 (no justification for the exception between the recommended and proposed inspection frequency) o The staff did not identify any issues with Dominions approach for justifying the exception. Dominion would supplement this item.

RAI B2.1.27-1a (Cyclic Fatigue - Follow-Up) o Dominion presented a new approach to addressing these items, removing reliance on the jockey pump in all areas of the application. Dominion is proposing to conduct six 10-ft excavations. Dominion will supplement these items.

Action Items/Next Steps:

The NRC staff will prepare and issue a meeting summary.

None of the RAIs will be issued. Dominion will provide a supplement to address all of the RAIs discussed during the June 24, public meeting by July 28, 2021. If additional time is required, Dominion will reach out to the safety project manager, Lois James.

The NRC staff continues to deliberate the settlement issue from the public meeting from the week prior. The NRC will reach out to Dominion on a resolution on the topic by next week, July 2, 2021.
