October 6, 2020 Mr. Daniel G. Stoddard Senior Vice President and Chief Nuclear Officer Innsbrook Technical Center 5000 Dominion Blvd Glen Allen, VA 23060-6711

SUBJECT:

NORTH ANNA POWER STATION, UNITS 1 AND 2 - SUBSEQUENT LICENSE RENEWAL APPLICATION ONLINE REFERENCE PORTAL (EPID NOS. L-2020-SLR-0000 AND L-2020-SLE-0000)

Dear Mr. Stoddard:

By letter dated August 24, 2020 (Agencywide Documents Access and Management System (ADAMS) Package Accession No. ML20246G703), Virginia Electric and Power Company (Dominion) submitted an application for the subsequent license renewal of Renewed Facility Operating License Nos. NPF-4 and NPF-7 for the North Anna Power Station, Units 1 and 2 (North Anna) to the U.S. Nuclear Regulatory Commission (NRC).

The NRC staff continues to seek approaches to improve efficiency and support an effective review. One method to increase efficiency of the NRC staffs review of the subsequent license renewal application (SLRA) is the use of an online reference portal that will allow the NRC staff and associated contractors limited, read-only access to the documents and other reference materials cited in the SLRA or in references cited therein. In cases where the NRC staff identifies documents as necessary to support its determination in the safety evaluation report, or its environmental impact statement, the NRC staff will request that Dominion submit those documents on the docket.

The use of the online reference portal will be in accordance with the following restrictions:

The online reference portal will be password-protected, and passwords will be distributed only to the NRC staff and contractors directly involved in the North Anna SLRA review on a need-to-know basis.

The online reference portal will not support any printing, saving, or downloading functions.

The NRC staff and contractors who are granted access to the online reference portal will be informed of the conditions related to the use of the online reference portal by NRC project managers.

The conditions associated with the online reference portal will be maintained throughout its use during the North Anna SLRA review process.

Documents posted to the online reference portal will be limited to basis and other reference material cited in the SLRA, in support of staffs audit of the information in the SLRA, and other documents as agreed upon by Dominion and the NRC management, and The NRC staff requests Dominion make the portal accessible to the staff and its contractors as soon as possible. At some time near the end of the North Anna SLRA review, NRC management and Dominion will agree to a date to close the portal.

If you have any questions on this matter, please contact Mr. David Drucker by telephone at 301-415-6223 or via e-mail at David.Drucker@nrc.gov.

Sincerely,

/RA/
