SUMMARY

OF JULY 14, 2010, MEETING WITH VEPCO, ON FUEL TRANSITION LICENSING (TAC NO. ME4102 AND ME4103)

On July 14, 2010, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of VEPCO at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss the licensing approach for transitioning to the Westinghouse RFA-1 Fuel Product. A list of attendees is provided as an Enclosure.

The licensee presented information (licensee's handouts) (See Agencywide Documents Access and Management System (ADAMS), Accession No. ML102010021).

Representatives from VEPCO discussed their transition to the Westinghouse RFA-1 Fuel Product. Specifically, licensee representatives presented their approach for the required licensing changes. The transition to a new nuclear fuel vendor requires the North Anna licensee to perform analyses to ensure that this change will still meet the regulations and allow the plant to operate safely.

The licensee identified the following specific issues regarding the technical scope of the NRC staff's review of the proposed fuel transition:

  • Licensee requested that the NRC staff have adequate resources to support the independent NRC analysis of their sUbmittals. Additionally, the licensee inquired about the impact of a generic communication pertaining to Title 10 of the Code of Federal Regulations (10 CFR), Part 50, Section 50.46, on any docketed loss-of-coolant accident analysis submittals.
  • How to handle the plant-specific reference to ASTRUM in the Core Operating Limits Report (COLR).
  • The required information for NRC to review the ASTRUM BELOCA analysis with a multi node downcomer model (approved for D.C. Cook Unit 1)

The NRC staff commented:

1. The staff expects a clear discussion of plans regarding any methodology transitions and the impact these transitions would have on the COLR- References section of the North Anna Technical Specifications. The intent of this comment was to improve navigability

-2 of the COLR such that the basis for the new fuel can be distinguished from the requirements from the old fuel.

2. The Licensee has proposed using a finer node model in their BELOCA analysis for "improved resolution of downcomer boiling phenomenon". The NRC staff questioned if node/cell size in the model had an appreciable effect on the analysis results, and furthermore, the validity of previous models using a coarser (larger) node/cell size. In a developed model it is presumed that the appropriate node size is chosen such that further refining will not significantly change the outcome of the analysis.
3. The NRC staff commented that the licensee should perform an evaluation of the spent fuel pool as a result of the change to a new fuel vendor.
