SUMMARY

OF OCTOBER 4, 2017, PRE-SUBMITTAL PUBLIC MEETING WITH DOMINION ENERGY TO DISCUSS THE PLANNED LICENSE AMENDMENT REQUEST REGARDING CONSOLIDATION OF THE EMERGENCY OPERATIONS FACILITIES (CAC NOS. MG0272, MG0273, MG0274 AND MG0275; EPID L-2017-LRM-0041)

On October 4, 2017, a Category 1 pre-submittal public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Dominion Energy (Dominion, the licensee). The purpose of the meeting was to discuss Dominion's planned license amendment request (LAR) to consolidate the emergency operations facilities (EOFs) for the North Anna Power Station (North Anna, Unit Nos. 1 and 2, and Surry Power Station (Surry),

Unit Nos. 1 and 2.

The meeting notice and agenda, dated September 22, 2017, are located at Agencywide Documents Access and Management System (ADAMS) Accession No. ML17265A101. Meeting Summary After introductions, the NRC staff stated that the proposed consolidation of the primary EOFs for North Anna and Surry to Dominion's corporate offices in Glen Allen, Virginia, will require the staff to prepare a SECY paper to inform the Commission of the proposed action, which will be subject to Commission approval, as the new combined EOF will be greater than 25 miles from each site. Dominion representatives then proceeded with their slide presentation.

The current EOFs for North Anna and Surry are within one mile of the onsite Technical Support Center for each site. A common backup EOF for both sites is located in the corporate offices, more than 25 miles from each of the nuclear plant sites. If the amendment request is approved, the new Corporate Emergency Response Center (CERC) at the corporate offices, which currently serves as the backup EOF for both sites and for the headquarters support organization, will serve as the primary EOF for both North Anna and Surry. In addition to replacing the local EOFs, the CERC will replace the common backup EOF and the need for the headquarters support organization. The NRC staff asked whether the planned Unit 3 at North Anna would be addressed in the scope of this amendment request. Dominion responded that

Unit 3 is outside the scope of this LAR, and would be addressed if and when construction commences on that planned unit.

The LAR will also include changes to the Emergency Plans (E-plans) for each site, as all elements of the current Corporate Emergency Response Plan will be relocated to the individual site E-plans. The existing Station Nuclear Information Centers will provide near-site locations for NRC staff interfaces. The NRC staff recommended that the licensee review and consider the following information: the Duke Energy EOF consolidation LAR and supplements (ADAMS Accession Nos. ML16120A076, ML16277A521, and ML17017A210), the related SECY paper, "Duke Energy Proposal to Further Consolidate Duke Corporate Emergency Operations Facility" (SECY-17-0050, ML16363A431), NUREG-0696, "Functional Criteria for Emergency Response Facilities," (ADAMS Accession No. ML051390358), and Section IV.I, "Emergency Operations Facility - Performance-Based Approach," of Interim Staff Guidance NSIR/DPR-ISG-01, "Interim Staff Guidance on Emergency Planning for Nuclear Power Plants," (ADAMS Accession No. ML113010523). Dominion indicated that they are familiar with those guidance documents and will address the relevant guidance in the LAR.

Dominion discussed its intent to conduct a proof-of-~oncept demonstration of the new combined EOF in March 2018. The NRC staff expressed its desire to observe the demonstration, and Dominion stated that the Federal Emergency Management Agency and the State of Virginia would be invited to observe, in addition to the NRC staff. The staff emphasized the need for the licensee to demonstrate its capability to evaluate coincident events at multiple sites as a goal of the drill, and the licensee agreed.

Dominion then discussed the anticipated changes to the respective site E-plans associated with the EOF consolidation that will be included in the LAR. The EOF activation times will be standardized for both sites and coordinated with the timing of other emergency response functions. Emergency response training exemptions and equivalent qualification determinations would be done under a standardized process. Dominion further described planned changes to eliminate automatic ring-down circuits to local jurisdictions. The NRC staff suggested that the licensee evaluate the offsite impacts and describe how coordination with local responders would be ensured.

The NRC staff asked Dominion to describe the controls that would ensure that changes to one site's E-plan would not adversely impact the other site's E-plan or the consolidated EOF capabilities. After some discussion, the staff suggested that the issue be fully explained in the LAR. Regarding letters of agreement {LOA) with local jurisdictions, Dominion indicated its intent to maintain the actual LOA separate from the E-plan itself, and merely reference specific LOAs in the respective site E-plans.

Dominion stated its goal was to submit the LAR by November 30, 2017. However, due to unanticipated delays, the license amendment request was not submitted until January 16, 2018.
