SUMMARY

OF NOVEMBER 20, 2018, PRE-APPLICATION MEETING WITH DOMINION ENERGY REGARDING THE PLANNED LICENSE AMENDMENT REQUEST TO REVISE EMERGENCY ACTION LEVELS (EPID L-2018-LRM-0086)

On November 20, 2018, a Category 1 public meeting via teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Dominion Energy (Dominion, or the licensee). This was a pre-application meeting to discuss proposed license amendment request (LAR) for the North Anna Power Station, Units 1 and 2 (North Anna), the Surry Power Station, Units 1 and 2 (Surry) and the Millstone Power Station, Units 2 and 3 (Millstone). The proposed LARs would revise each site's Emergency Plan to adopt changes to the Emergency Action Level (EAL) schemes in accordance with the guidance in the Nuclear Energy Institute (NEI) document NEI 99-01, Revision 6, "Development of Emergency Action Levels for Non-Passive Reactors," dated November 2012 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML12326A805).

The meeting was noticed on November 5, 2018 (ADAMS Accession No. ML18309A151). A list of participants is provided in the Enclosure. Dominion provided their presentation slides prior to the meeting; the slides can be found at ADAMS Accession No. ML18320A250.

During the meeting, Dominion's presentation described the current licensing basis for the EALs for each site, and the content, scope, and schedule for the proposed fleet license amendment request. Dominion highlighted the planned deviations from the NEI 99-01, Revision 6, guidance and will appropriately justify them in the LAR.

The NRC staff suggested that the licensee include EAL wallcharts in the LAR, consistent with the NEI 99-01, Revisio_n 6, guidance, and the licensee indicated their intent to do so.

Dominion subsequently submitted the license amendment request by letter dated January 4, 2019 (ADAMS Accession No. ML19011A237).

No regulatory decisions or commitments were made during the meeting. There were no public comments.
