SUMMARY

OF JANUARY 26, 2021, CLOSED MEETING WITH DOMINION ENERGY REGARDING PERFORMANCE OF FORCE ON FORCE EXERCISES IN A PANDEMIC ENVIRONMENT On January 26, 2021, a Category 1 closed meeting1 was held between representatives of the U.S. Nuclear Regulatory Commission (NRC), and Dominion Energy. The purpose of this meeting was to discuss the licensees plan in conducting annually required licensee-conducted Force on Force exercises while maintaining personnel safety measures to address the COVID-19 Public Health Emergency. The meeting was closed to public participation due to the discussion of security related information.

Specifically, the licensee discussed their approach to maintaining personal safety measures in several different environments while preserving exercise integrity. The licensee supported this discussion with a handout that was provided at the meeting.2 The NRC staff provided feedback that the approaches described by the licensee generally seemed aligned with the intent of Regulatory Guide 5.75, Training and Qualification of Security Personnel at Nuclear Power Reactor Facilities.3 No regulatory decisions were made during the meeting.
