SUMMARY

OF DECEMBER 7, 2023, PUBLIC MEETING WITH VIRGINIA ELECTRIC AND POWER COMPANY CONCERNING A LICENSE AMENDMENT REQUEST TO REVISE EMERGENCY PLAN STAFF AUGMENTATION TIMES (EPID L-2022-LLA-0166)

On December 7, 2023, an observation public meeting1 was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Virginia Electric and Power Company (the licensee, VEPCO) via video conference. The purpose of the public meeting was to discuss the license amendment request2 (LAR) for North Anna Power Station, Unit Nos. 1 and 2 (North Anna), and Surry Power Station, Unit Nos. 1 and 2 (Surry), that would revise Emergency Plan staff augmentation times (previously supplemented on March 30, 20233). Specifically, the meeting was to discuss a licensee response to NRC staff questions that VEPCO submitted October 12, 2023.4 In its presentation,5 the NRC staff indicated that there continued to be information needs for the NRC to complete its review regarding second round RAIs 1 and 3. During the discussion, the NRC staff noted an error in the slides in that they incorrectly referenced RIS 2006-10, when it should have been 2016-10.

For RAI 1, the NRC staff stated that it was still not apparent that VEPCO had an on-shift individual that could relieve the Operations Shift Manager of the collateral duties of the Station Emergency Manager at 60 minutes. Following discussion of RAI 1, VEPCO staff indicated that they felt they understood the clarification necessary.

For RAI 3, the NRC staff stated that justification for extending Repair Team activities to 90 minutes was still not sufficient and that a significant amount of technical analysis would likely be required to justify the acceptability of this proposed change. VEPCO staff indicated that they understood the NRC staff concern.

In closing, VEPCO representatives indicated that they would take the information from the meeting and consider the options to reconcile the issues and concerns.
