SUMMARY

REGARDING POTENTIAL LICENSE AMENDMENT REQUEST CHANGE TO SURVEILLANCE REQUIREMENTS FOR MODERATOR TEMPERATURE COEFFICIENT FOR MILLSTONE POWER STATION, UNIT NO. 3, NORTH ANNA POWER STATION, UNIT NOS. 1 AND 2, AND V.C. SUMMER NUCLEAR STATION, UNIT NO. 1 (EPID L-2024-LRM-0081)

On August 6, 2024, the U.S. Nuclear Regulatory Commission (NRC) staff held a public meeting 1 with representatives from the Dominion Ener gy (Dominion). The purpose of the meeting was for Dominion to discuss its plans to submit a license amendment request regarding a change to the Technical Specifications (TSs) for the Millstone Power Station (MPS), Unit No. 3, North Anna Power Station (NAPS), Unit Nos. 1 and 2, and V.C. Summer Nuclear Station (VCSNS), Unit No. 1, and to receive NRC staff feedback on what information would be needed to support the NRC staff review of the submittal. The r equest would change the Surveillance Requirements (SRs) associated with verification that the moder ator temperature coefficient (MTC) is within specified limits.

During the meeting, Dominion staff presented slides 2 that described the proposed change.

NRC staff provided the following comments on information and considerations that would support its review of the proposed change:

Submittal should be clear about what changes would be considered significant and cause the licensee to measure MTC instead of performing analytical verification; Submittal should consider whether any changes to the Core Operating Limits Report are needed;

NRC staff will evaluate whether the proposed Technical Specification language provides appropriate controls for when and how analytical verification can be used; Submittal should be clear on whether analytic al methods to be used are previously NRC reviewed and approved by the NRC; Submittal should address the impact that unplanned shutdowns during an operating cycle could have on the ability to verify MTC by analytical methods; Submittal should address margin afforded by any reactivity penalty proposed; and Submittal should consider and address plant -specific applicability of any licensing precedents that have proposed similar approaches to use analytical verification in lieu of measurements.

Additionally, it was suggested that the technical complexity of this review may benefit from a regulatory audit in the initial review schedule. Th e NRC staff indicated that it would consider an audit to expedite the review and development of any requests for additional information in developing the schedule and resource estimates during the acceptance review.

No regulatory decisions were made during the meeting. Following the discussion, an opportunity was afforded to any other participants who wished to ask questions or make comments. No questions or comments were received from the public.
