SUMMARY

OF JUNE 17, 2024, MEETING WITH VIRGINIA ELECTRIC AND POWER COMPANY ABOUT GUIDANCE IN SECTION 7.5 OF STANDARD REVIEW PLAN FOR LIGHT WATER REACTORS (EPID L-2024-LRM-0018)

On June 17, 2024, an observation meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Virginia Electric and Power Company (the licensee, VEPCO) via video conference. The purpose of the meeting was to discuss NRC review guidance in Section 7.5, Revision 6, Information Systems Important to Safety, (Agencywide Documents Access and Management System (ADAMS) Accession No. ML16020A050) in NUREG-0800, Standard Review Plan for the Review of Safety Analysis Reports for Nuclear Power Plants: LWR Edition. The meeting notice and agenda, dated June 12, 2024, are available at ADAMS Accession No. ML24164A177. A list of attendees is provided as an Enclosure.

The licensee stated that it was considering using digital products at North Anna Power Station and Surry Power Station. The representatives of VEPCO asked about an apparent discrepancy between guidance concerning common-cause failure in digital systems in Section 7.5 and Table 7-1, Regulatory Requirements, Acceptance Criteria, and Guidelines for Instrumentation and Control Systems Important to Safety. The NRC staff informed the licensee that the guidance in Section 7.5 concerning the need to address common-mode failures (or common-cause failure) is correct. The NRC staff informed the licensee that row 3.a in Table 7-1 for column 7.5 should have been marked A (i.e., applicable) regarding need to address common-mode failures.

No regulatory decisions were made during the meeting. Members of the public were in attendance. Public meeting feedback forms were not received.
