Comment-Gathering Purpose of the Meeting(s):

To discuss the preliminary findings of, and receive public comments on, the draft supplemental environmental impact statement (SEIS) regarding the proposed subsequent renewal of the operating licenses for North Anna Subsequent License Renewal Application (SLRA).

General Details:

The U.S. Nuclear Regulatory Commission (NRC) held a public meeting as part of the North Anna SLRA environmental review. Consistent with the meeting agenda (Agencywide Documents Access and Management System (ADAMS) Accession No. ML21239A008, the meeting started at 1:00 p.m. local time. The meeting ended at 1:36 p.m. The meeting was facilitated by Mr. Lance Rakovan, an NRC in-house facilitator who opened the meeting with a review of meeting ground rules and an introduction of the NRC staff. Next, Mr. Robert Elliott, NRC, provided opening welcome and remarks. Mr. Tam Tran, NRC, then discussed the license renewal environmental review process and the preliminary results of the draft SEIS regarding the proposed subsequent renewal of the operating licenses for North Anna Units 1 and 2. The NRC staff presentation (ADAMS Accession No. ML21256A303) emphasized that comments were welcome to improve the draft SEIS. Next, there was a question and answer period on the NRC staff presentations. Finally, there was the comment portion of the meeting for the public to provide comments on the draft SEIS.

Forty-one people (including nineteen NRC staff members) attended the meeting. In addition to the NRC staff, meeting attendees included members of Fauquier Climate Change Group, Luminant, Dominion Energy, Energy Harbor, Duke Energy, and SNC (Southern Nuclear).

December 10, 2021 Summary of Presentation:

Dominion submitted its subsequent license renewal application for North Anna, Units 1 and 2, on August 24, 2020. If not renewed for a second time, the licenses for Units 1 and 2 would expire on April 1, 2038 and August 21, 2040. As part of the environmental review, the NRC staff published the draft site-specific environmental impact statement containing preliminary results and recommendation on August 19, 2021 (ADAMS Accession No. ML21228A084).

The NRC staff addressed environmental resource areas by analyzing in detail the impacts that operation of the power plant may have on the resource area. The staff then characterizes these impacts as SMALL, MODERATE, or LARGE. The following resource areas would experience SMALL impacts from subsequent license renewal: land use/visual resources, air quality/noise, geologic environment, surface water resources, groundwater resources, terrestrial resources, socioeconomics, transportation, human health, waste management, and aquatic. For some environmental resource areas, the characterization of impacts is defined by statutes or executive orders and not the NRCs SMALL, MODERATE and LARGE determinations. The following table provides the NRC staffs preliminary findings for those resource areas:

Special Status Species and Habitats May affect, but is not likely to adversely affect, northern long-eared bat.

Unlikely to result in effects on the northern long-eared bat habitat.

No adverse effects on an essential fish habitat.

Historic and Cultural Resources Would not adversely affect known historic properties Environmental Justice No disproportionately high and adverse human health and environmental effects on minority and low-income populations In addition, the NRC staff analyzed (a) cumulative impacts (the impacts of the continued operation of North Anna Units 1 and 2 in combination with other past, present, and reasonably foreseeable future actions in the area) and (b) reasonable alternatives to subsequent license renewal including new nuclear (small modular reactor), combination alternative (solar, offshore wind, small modular reactor, and demand-side management), and a no-action alternative.

Based on its evaluation of the environmental impacts of operating North Anna, Units 1 and 2, for an additional 20 years, the NRC staffs preliminary recommendation is that any adverse environmental impacts of renewing the North Anna licenses are not so great that preserving the option of license renewal for energy-planning decisionmakers would be unreasonable.

The staff noted that the closing date for submitting scoping comments is October 12, 2021. Action Items/Next Steps:

The NRC staff will address any comments received by the October 12th deadline that are related to the draft SEIS in the final SEIS. The final SEIS is expected to be published in February 2022.
