DPR-54 CERTIFICATION OF THE RESTART SCOPE LIST (RSL) AND LONG RANGE SCOPE LIST (LRSL)

Dear Mr. Martin:

An audit was on the RSL/LRSL process was completed by the District's Nuclear Quality Department on November 12, 1987. The following conclusions were made concerning the RSL/LRSL.

1. All valid items identified by number in the Quality Tracking System (QTS) were found within the LRSL and/or RSL.
2. It is noted that some QTS Priority 1 items were re-evaluated to be Priority 2R within the RSL. Since Priority 2R on the RSL is still " restart required", it is considered that those Praority 1 QTS items were satisfactorily captured.

Adriitionally, some QTS restart /non-restart priorities were changed by resubmittal to the Performance Analysis Group.

Guch changes were appropriately approved and documented.

3. Also within the scope of this audit, a Mil Standard sampling process was used to verify the intent of the original data bases (the QTS, System Status Reports and System l Investigation Reports, and the Action Plan Amendment III j list) had been transferred to the RSL/LRSL items. '

The conclusion we have drawn from the results of the audit is that the RSL/LRSL process was effective in transferring the items from the original data bases to the new lists. Therefore, to the best of my belief and knowledge the RSL/LRSL data base accurately reflects the District's restart commitments.
