Dear Mr. Martin:

i The District has agreed to justify certain items of identified work which will ,

be deferred until after the restart of the Reactor Plant. l Initially over 2000 individual items included on the Long Range Scope List (LRSL) have been processed by a team of engineers assembled from experienced District personnel. Items were processed in accordance with the provisions of procedure RSAP-0201. In order to produce a justified -list of LRSL items in ..

the short time allotted, and to ensure consistency, we revised this' procedure j to include a structured solution which each team member followed to produce a justification statement.

The structured solution flowchart is enclosed. It may'be followed by_ l progressing through the decision diamonds from top'to bottom. -The short notes i to the left of the diamonds include the types of categories which are included  !

in each decision group. If all decisions are "no",-the item requires no )

special statement and is considered to.be justifiably on the LRSL list and not i on the Restart Scope List. No further comment is necessary. When any decision I is "yes", one or more of the ideas stated in.the box to the right are used to i formulate the " Justification Statement" which will be included in the l

" comments" sections.of the item. Items which produce "yes" answers and which j cannot be justified will be reprocessed in accordance with Rancho Seco Administrative Procedure RSAP-0215, possibly resulting.in addition of. the item to the Restart _ Scope List (RSL).
