REQUEST FOR WITHHOLDING INFORMATION FROM PUBLIC DISCLOSURE By your application dated February 15, 1989 and Westinghouse Electric Corporation's affidavit datec December 8,1988 you submitted Supplement I to WCAP-12067, Revision 1 (Proprietary) anci Supplement I to WCAP-12087, Revision 1 (Non-proprietary) entitled, "Accitior al Information in Support of the Evaluations for Thermal Stratification of the Pressurizer Surge Lines of the South Texas Project Units 1 and 2 Nuclear Power Plants" and requested that Supplement 3 to WCAP-12067, Revision 1 be withheld from public disclosure pursuant tc 10 CFR 2.790.

You stated that the submitted information should be considered exempt from mandatory public disclosure for the following reascns:

1. The information reveals the distinguishing aspects of a process (or compenent, structure, tool, method, etc.) where prevention of its use by any of Westinghouse's competitors without license from Westinghouse constitutes a competitive economic advantage over ottier companies.
2. The information consists of supporting data, including test data, relative to a process (or component, structure, tool, method, etc.),

the application of which data secures a competitive econcmic advantage, e.g., by optimization or improved marketability.

3. The information, if used by a competitor, would reduce his expenditure of resources or improve his competitive position in the design, manufacture, shipment, installation, assurance of quality, cr licensing a similar product.
4. The information reveals cost or price information, prcduction capacities, budget levels, or commercial strategies of Westinghouse, its customers or suppliers.
5. The information reveals aspects of past, present, or future Westinghouse or custoner funded development plur,s and programs of potentihl ccinrercial valLe to Westinghouse.

We have reviewed your application ar.d the materia'i in accordance with the requirements.of 10 CFR 2.790 and, or, the basis of Westinghouse's statements, have determined that the submitted infortnation sought to be withheld contains trade secrets or proprietary comercial information.

' Withholding from public inspection shall not affect the right, if any, of persons properly and directly concerned to inspect the documents. If the need arises, he n.ay send copies of this information to our consultants wot Ling in this area. We will, of course, ensure that the consultants have signed the appropriate agreements .for handling proprietary information.

If the basis for withholding this information froin public inspection should chenge in the future such that the information could then be made availcble for public inspection, you should promptly notify the NRC. You also shoulo

! understand that the NRC may have cause to review this determination in the future, for exarrple, if-the sccpe of a Freedcm of Information Act reciuest includes your information.
