DPR-54 DISTRICT RESTART COMMITMENTS AND ASRTP RESOLUTION SCIIEDULE As part of our discussions at your office on April 28, 1987, you and your staff requested specific information as to what the District has committed to complete prior to the restart of Rancho Seco. The District submitted Revision 0 of its Restart Scope List on April 17, 1987 and will submit subsequent revisions to the list as appropriate. To clarify its position further, the District considers the Restart Scope List as the specific listing of items the District will complete prior to restart. Furthermore, the April 17 submittal provides a basis for discussion and concurrence by your staff on the District's plan for restart of the unit.

Also, in a subsequent telephone conversation, you suggested that the District submit its entire list of Plant Performance and Management Improvement Program (PP&MIP) actions. The District will submit the entire PP&MIP Action List on May 18, 1987.

Likewise, in our discussions, Mr. Joe Callan, NRC ASRTP Team Leader, requested a verification of District commitments relative to the 44 items in the ASRTP Inspection Report by May 1, 1987. As subsequently discussed with Mr. Callan, the l

GCA 87-004 J. B. Martin District is carefully evaluating in detail all 44 items.

Thus, the District will transmit to the NRC on May 15, 1987, a listing of the ASRTP items scheduled for resolution before restart. This listing will include.the District's review of items it verbally committed during the ASRTP exit, to resolve and those items stated in the ASRTP report the NRC believes the District had committed to complete prior to restart. The District's re-evaluation of these items may require further negotiations of those items where a difference in interpretation of the commitment exists. It is important to note, many of the items in the ASRTP report have already been processed through PP&MIP (QCI-12) and assigned an appropriate date for completion.
