MC 30703 - Exit Interview The inspector met with the individuals indicated in paragraph I at the conclusion of the inspection on October 17, 1986, and reviewed the purpose and scope of the inspection and presented the inspection finding Written material was not provided to the licensee by the inspector during the inspectio . MC 92706 Independent Inspection On October 16, 1986, the security contractor for the Beaver Valley Power Station, Unit I was changed from Burns International Security Services to Security Bureau Incorporated (SBI). About 50% of the Burns employees were retained by SBI; the remainder of the SBI security force is composed of SGI employees previously assigned to Beaver Valley Unit 2 that had been trained by experienced Unit I security personnel in accordance with the NRC-approved Unit 1 Training and Qualification Pla On October 15, 1986, the inspector started to review the training and background records for SBI security force members who were new to Unit The inspector found that all records were not complete for personnel that were to be assigned at Unit 1 on the next day. The inspector requested that the licensee assign a Quality Assurance team to review the trair.ing, background and personnel records for all of the new SBI employees. The QA review team completed their review, with overview by the inspector, prior to any SBI personnel being assigned on shift at Unit 1.

A contingency force composed of supervisors previously employed by Burns, and retained by SBI, provided security coverage for the plant during the transition and on-the-job training for the SBI personnel, new to Unit 1, after the transition. The inspector reviewed the coverage provided by the contingency force and evaluated the on-the-job training they were providing. No discrepancies were identified. The inspector verified that all required posts were manned by knowledgeable and trained personnel during the transition on October 16, 1986, and after the transition, on October 17, 1986. Additionally, the licensee had all protected area and vital area locks recored on October 17, 1986. The inspector determined that the change in the contract security force was accomplished without any compromise of security.
