SUBJECT: BEAVER VALLEY POWER STATION - UNIT NO. 2 (BV-?.) ENGINEERING ASSURANCE PROGRAM (EAP) (TAC 62939)
At the time our Inspection Report 50-412/86-17 dated August 13, 1986 was prepared, two items from our previous inspection as documented in Inspection

Report 50-412/86-09 dated June 17, 1986 remained open. Since the issuance
'
,
of report 50-412/86-17, Stone and Webster Engineering Corporation (SWEC)
has adequately addressed these items as described below.
1.
Item 4.3 of Inspection Report 50-412/86-09 concerned the interface between the Stress Design Group and the Power Division pf SWEC. This item has been
incorporated in EA action item (AI) P-12.
This AI has been resolved to our satisfaction and is considered closed as will be iridicated in Section 17.5.4
of Supplement 5 of the safety evaluation report (SSER 5).
2.
Item 4.8 of Inspection Report 50-412/86-09 indicated that the recircul.ating spray system (RSS) cooler support design should be analyzed. This item was addressed by EA in Al M-26. AI M-26 has been satisfactorily resolved by SWEC
'
and is considered closed by NRC. This item will be dicussed in Section 17.5.4 of the SSER 5.

Inspection Report 50-412/86-17, in a number of areas, indicated that NRC would J
monitor or follow-up on certain items that were under active review by SWEC.
This has been accomplished and these items will be addressed in the staff's
'
SSER 5.
.
We consider that all of these NRC follow-up items have been satisfactorily
resolved. However, we request a confirmatory letter, prior to fuel loading, i
regarding the completion of the following SWEC confirmation programs, l
1) 2BVM-117, "Confimation Program of Key Documents", and 2) 2BVM-122,
" Engineering Confirmation Update Program." Confirmation is also requested to
indicate that the Internally Generated Missile and Seismically Induced Safe.ty/
Non-Safety Interaction assessments of the " Hazards Analysis Program Audit" (SWEC EA Audit No. 50) have been fully implemented, e704100143 870408 f

In addition, we also request confirmation that the corrective actions in response to Action Items P-13 and P-15 of SWEC Engineering Assurance Audit No. 52 have been completed. The Action Item P-13 corrective action concerned the SWEC

review of the stress data packages for the six Westinghouse designed systems I
to assure the validity of the input data, e.g., temperatures, pressures, etc.
i The corrective action for Action Item P-15 involved the SWEC verification of i
design inputs to instrument tubing design calculations.
- The following Engineering Assurance Action Items (Als) were resolved based on
<
a commitment to submit proposed FSAR changes to the NRC. The Als in this category are: C01, C03, C06, C07 C22, C45. E03, E04, E05, E08 E09, M01, M02, M03, P07, P10, S01, 503, 507, 512 of EA Audit No. 52 and Item 1.3 of Audit
No. 44. With the exception of FSAR changes resulting from finding C01, all of the proposed FSAR changes have been submitted in FSAR amendments 13, and 15.
Proposed FSAR changes constitute open licensing issues to be resolved between the Duquesne Light Company and the NRC as part of the norwal licensing process.
