[ This special report is submitted in accordance with LaSalle Unit 1 operating License NPF-11, Appendix A, Technical Specification 3.7.6 and 6.6.c. ,

! On January 29, 1987, ftre damper IVD42Y (Ruskin Model NIBD-23 3-Hour Horizontal Fire Damper) was found to be installed upside down. The damper was

! declared inoperable because the installed configuration deviates from the fire rating test configuration. Fire damper IVD42Y is a component of the three (3)

! hour fire barrier separating fire zones 7Al (HPCS Diesel Ventilation Equipment Room) and 781 (HPCS Diesel Generator Room). Fire damper IVD42Y was installed incorrectly during construction and has exceeded the seven (7) day period allowed by Technical Specification 3.7.6 prior to requiring a special report.

An hourly fire watch on at least one side of the affected assembly has been in effect since the initial startup of Unit 1. Since the time of discovery, t operable fire detection has been verified on at least one side of the affected assembly and an hourly fire watch is being performed (in accordance with the Action Statement of Technical Specification 3.7.6).

Work Request L64933 has been initiated to correct the damper configuration and

! is scheduled to be completed by April 1, 1987.  ;

At this time, all Ruskin Model NIBD-23 3-Hour Horizontal Fire Dampers at LaSalle have been verified for correct installation, only one other damper (Ovc65Y), which had been previously reported on December 31, 1986, was incorrectly installed. Damper OVC65Y is scheduled to be installed properly by March 1, 1987.
