NRC Docket Not,. 50-373 and 50 374 This Special Report is submitted in accordance with LaSalle County Unit 1 and 2 Operating Licenses, NPF 11 and NPF 18 iespectively, Appendix A, and Technical Specifications 3.3.7.9, 3.7.5.2, 3.7.6, and 6.6.C.

Technical Specification 3.3.7.9 requires, as a minimum, the fire detection instrumentation for each fire detection zone of Unit 1 and Unit 2 shown in Table 3.3.7.91 shall be OPERABLE whenever the equipment protected by the fire detection instrument is required to be OPERABLE, and requires the restoration of the instruments to OPERABLE status within 14 days of being declared inoperable.

Technical Specification 3.7.5.2 requires the deluge and sprinkler systems of Unit 1 and Unit 2 shown in Table 3.7.5.2-1 shall be OPERABLE whenever equipment protected by the deluge / sprinkler systems are required to be OPERABLE, and requires the restoration of the system to OPERABLE status within 14 days of being declared inoperable.

Technical Specification 3.7.6 requires all fire rated assemblies, including walls, floor / ceilings, cable tray enclosures and other fire barriers separating safety-related fire areas or separating portions of redundant systems important to safe shutdown within a fire area, and all seating devices in the fire rated assembly penetrations (fire doors, fire windows, fire dampers, cable and piping penetration seals and ventilation seals) shall be OPERABLE at all times, and requires the restoration of the assembly to an OPERABLE status within seven days of being declared !noperable.

The inoporability of the fire detection instrurr/.ts, sprinkler systems, and fire rated assemblies discussed below was plann9d h support of scheduled outage mainter,ance activities.

On February 1,1998, Fire Detection Zones 1 18 and 218 had been out of service for a period greater than 14 days. Fire Detection Zones 1 18 and 218 were taken out of service on January 18,1998, to prevent false alarms during hot work activities (i.e., welding, cutting, and grinding) on the Auxiliary Electric Equipment Room (VE) ventilation system. Detection Zones 1-18 and 2-18 are located on elevation 749' of the Auxiliary Building.

On February 1,1998, the sprinkler systems installed to protect the Unit 1 and Unit 2 Cable Spreading Rooms had been out of service for a period greater than 14 days. The sprinkler systems were taken out of-service on January 18,1998, to prevent sprinkler system e cation's during hot work activities (i.e., welding, cutting, and gr'nding) on tr. VE ventilation system.

On January 22,1998, and January 26,1998, the floors of the Unit 1 and Unit 2 Cable Spreading Rooms respectively, were inoperable for a period greater than seven days. The fire barriers were declared inoperable when a hole was cut in the floors to allow the installation of ventilation duct work to support modifications to the VE ventilation system.

For the above identified areas, fire watches were established in accordance with Action Statement 'a' of Technical Specifications 3.7.5.2,3.3.7.9, and 3.7.6, as applicable, to inspect the affected areas while the equipment is inoperable. The fire watches ensure detection capability is available, and minimize potential damage to safety related equipment, while the affected fire i

i protection equipment is inoperable. The fire watches will remain in place until the affected equipment is retumed to an OPERABLE status, as applicable.

Modifications to the VE ventilation system are scheduled to be completed prior to Unit 1 startup.
