LaSalle Unit 1 License condition 2.C(25)(a) and Unit 2 License Condition 2.C(15)(a) require the provisions of the Fire Protection j
(FP) Program be maintained in effect. The LaSalle FP Program commits LaSalle County Station to 10CFR Part 50, Appendix R, Section J, concerning Emergency Lighting.
on January 26, 1995, at 1200 hours0.0139 days <br />0.333 hours <br />0.00198 weeks <br />4.566e-4 months <br />, it was determined that the LaSalle County Station Unit 1 and Unit 2 License Condition for implementation and maintenance of the FP Program was not met in that 31 of the 170 Appendix R Emergency Light Battery Packs were found degraded. This determination was made during the performance of LaSalle Electrical Maintenance Procedure LES-DC-106, " Safe Shutdown (Appendix R) DC Emergency Light Quarterly Inspection". This surveillance is used to verify operability and identify any required maintenance of the emergency light battery packs.
The root cause of this event is a programmatic deficiency in the Surveillance Scheduling process. A contributing cause was LES-DC-106 not being performed per the recommended frequency.
Immediate lighting repairs were initiated and, as of today, all have been completed. A review of the General Surveillance Program (GSRV) indicates there are no other reportable items.
It has been determined that the GSRV Program is an effective tool to track surveillance activities; however, implementation of the program is in need of improvement. A Surveillance Program Coordinator has been assigned to provide increased management j
oversight and assistance for the implementation of the surveillance process by the line departments. This action will further provide for the assurance of proper surveillance scheduling and programmatic review.
