This Special Report is submitted in accordance with LaSalle Unit 1 and 2 1 Operating Licenses NPF-11 and NPF-18, Appendix A, and Technical Specifications 3.7.6 and 6.6.C. l J

Technical Specification 3.7.6 requires that all fire rated assemblies, including i walls, floor / ceilings, cable tray enclosures and other fire barriers separating safety-related fire areas or separating portions of redundant systems important to safe shutdown within a fire area, and all sealing devices in fire rated assembly penetrations (fire doors, fire _ windows, fire dampers, cable and piping penetration seals and ventilation seals) shall be OPERABLE at all times, if the fire rated assembly is inoperable for greater than seven days, a Special Report is required to be submitted.

4 Beginning March 19,1997, five fire doors required by Technical Specification 3.7.6 were blocked open to route temporary power cables to supply power to essential plant equipment. These temporary alterations were required to support the planned deenergization of Bus 141Y for schecuted maintenance.

As a result, each door was inoperable for a time period exce.eding seven days.

Door 393, which is located in the wall separating Unit 1 Reactor Building Fire Zone 2G from Unit 2 Reactor Building Fire Zone 3G st elevation 710'-6",

exceeded the seven day requirement on March 26,1997. Doors 224 and 249, which are located in the wall separating Auxiliary Building Fire Zones 4F1 and 4F3 at elevation 710'-6", and the separating Auxiliary Building Fire Zones 4F2 and 4F3 at elevation 710'-6", respectively, exceeded the seven day requirement on April 4,1997. Door 427, which is located in the wall separating Unit 1 Reactor Building Fire Zone 2D from Unit 2 Reactor Building Fire Zone 3D at elevation 786'-6", exceeded the seven day requirement on April 5,1997. 1 Door 417, which is located in the wall separating Unit 1 Reactor Building Firn Zone 2E from Unit 2 Reactor Building Fire Zone 3E at elevation 761'-0",

Hourly fire watches were established in accordance with the Action Statement of Technical Specification 3.7.6. The hourly fire watches, along with operable fire detection on at least one side of each door, minimize the possibility of a single fire involving more than one fire area (prior to detection and extinguishment) while the doors are open.

The planned bus deenergization is complete. The temporary cables are being removed in accordance with approved temporary alteration procedures. The fire watches will remain in place, as required, until the cables are removed and the doors are closed. The doors are being independently restored to an OPERABLE status by removing the cables and closing the doors. Closure of the last door is scheduled to be completed on May 12,1997.
