April 13,1995 U. S. Nuclear Regulatory Commission Attention: Document Control Desk Washington, D. C. 20555 This special report is submitted in accordance with LaSalle Unit 2 Operating License NPF-18, Appendix A, and Technical Specification Sections 3.3.7.9 and 6.6.c.

Table 3.3.7.9-1 of Technical Specification 3.3.7.9 requires a minimum number of fire detection instruments to be operable. On March 28,1995, at 1215 hours0.0141 days
0.338 hours
0.00201 weeks
4.623075e-4 months
, the minimum number of required operable detectors for Fire Detection Zone 2-34 had not been maintained, thereby exceeding the 14-day timeclock allowed by the Technical Specification. This Fire Detection Zone is located in the Unit 2 Reactor Building at elevation 761', Fire Hazard Zone 3E.

Fire Detection Zone 2-34 was taken out of service to prevent spurious alarms caused by welding and cutting on the gallery steel around High Pressure Core Spray (HPCS)

Pump Injection Valve 2E22-F004 during the Unit 2 Refueling Outage. Per the Action Statement requirements of Technical Specification 3.3.7.9, a Fire Watch was established to inspect the affected fire detection zone once every hour while the detectors are inoperable. Detection Zone 2-34 will be retumed to service upon completion of the welding and cutting activities associated with modifying the gallery steel around valve 2E22-F004 prior to the end of L2R06.

This Special Report is required since the detectors were not restored to an operable status within 14 days.

Sincerely, l
