dated October 31,1996 i This Special Report is submitted in accordance with LaSalle Unit 1 and 2 Operating Licenses NPF-11 and NPF-18, Appendix A, and Technical Specification 3.3.7.2 and 6.6.C.

Technical Specification 3.3.7.2 requires the seismic mcnitoring instrumentation (Triaxial Time-History and Triaxial Peak Accelerographs, Triaxial Seismic Switches and Triaxial Response-Spectrum Recorders) shall be OPERABLE all times.

On Thursday, October 17,1996, at 2330 hours0.027 days <br />0.647 hours <br />0.00385 weeks <br />8.86565e-4 months <br /> the seismic monitor was declared inoperable due to the " Ready" light on the RSA-50 (Response Spectrum Analyzer) not being able to be reset. The failure of the monitor is believed to have been due to the thunderstorm that occurred on October 17,1996 Upon inspection and trouble shooting it was found that several components had failed including a Programmable Read Only Memory (PROM) card in the RSA 50. LaSalle County Station's PROM card program is obsolete and the replacement program is unavailable. LaSalle County Station recognized that 1

4 this equipment was obsolete and had begun replacement of the entire monitor through the design change process. The new monitor has been purchased, and is onsite. Most of the engineering work has been completed. The remaining work is being completed on an expedited basis.

When the design change package is prepared and approved, the new monitor will be installed and functional, but will not be declared operable until the Technical Specification change has been approved. The above referenced Technical Specification change has been submitted to the NRC for approval.

LaSalle County Station is installing the new monitor before the Technical Specification change has been approved because it would be prudent to have a working seismic monitor that meets design requirements. The seismic monitoring components are different than currently listed in Technical Specification Table 3.3.7.2-1. The new seismic monitoring equipment will not be declared Operable per the current Technical Specification. Upon approval of the referenced application for amendment, the new seismic monitoring system will be declared Operable and the UFSAR will be updated. The new seismic monitor will be installed per the design change package, tested and placed in service by February 28,1997.
