10555 This special report is submitted in accordance with LaSalle Unit 1 and 2 Operating Licenses, NPF-11 and NPF-18, Appendix A, and Technical Specifications 4.8.1.1.3 and 6.6.c regarding the Consnon (0) Diesel Generator (DG, ODG-OlK).

The "0" DG is manufactured by the Electro-Motive Division (EMD) of General Motors, Model EMD20645E4.

On January 4, 1995, with LaSalle Units 1 and 2 at 100% power, thre "0" Diesel Generator (DG) was being operated per LaSalle Operating Surveillance LOS-DG-

SA1, "O Diesel Generator Operability Test with Response Time'.

Approximately E0 seconds after the "0" DG had been started, it tripped due to the low luba oil pressure permissive. This failure was not a valid failure in accordance with Regulatory Guide 1.108 and Technical Srscification 4.8.1.1.3.

The "0"

DG was available for an auto initiation during this event. because during a DG auto start signal the low lube oil pressure trip is bypassed.

The cause of this fai19re was due to a procedure deficiency. The "0" DG low lube oil pressure switch had leen calibrated during the preventative maintenance activity that was completed prior to the start of the engine. The sensing line between the engine and the pressure switch had not been vented following this maintenance activity. The pressure sensed at the switch was considerably lower than the actual oil pressure and did not reach proper operating pressure within the required 50 seconds. The low lube oil pressure trip then occurred e-d the diesel tripped. The procedure will be amended to reflect the need for venting the line.

The lube oil line was vented and the "0" DG was successfully operated in accordance with LOS-DG-M1, "O Diesel Generator Operability Test", and returned to service.
