'Ihis ,1pecial Report is submitted in accordance with LaSalle Unit 1 Operating Licenses NPF-18, Techni cal Specification 4.8.1 1.3 and 6.6.C regarding Unit IB Diesel Generator (E22, j 22241001); manufactured by Electro-Motive Division of General Motors Corp. (Model EMD  ;

20645'!4). The original submittal date for this special report was September 29,1995, This date wae nussed due to administrative errors.

On August 30,1995, with LaSalle Unit 1 at 100% power, the Unit IB Diesel Generator (DG) <

was operating in accordance with LaSalle Operating Surveillance LOS-DG-M3, "lB(2B) Diesel l Generator Operability Test". At approximately 13:09, the Nuclear Station Operator (NSO) attempted to synchronize the IB DG with the offsite power source. At approximately 13:10, the IB DG tripped due to Reverse Power. This failure was not a valid failure in accordance with Regulatory Gu;de 1.108 and Technical Specification 4.8.1.1.3.

The IB DG trip due to Reverse Power is most likely due to an improper setting on the paralleling circuit of the IB DG voltage regulator. Conversations were held with voltage regulator experts within the company, and it was determined that these personnel would adjust the regtiator during the next refueling outage.

The IB DG was operated successfully and declared operable on August 30,1995.
