Special Report on Diesel Driven Fire Suppression Pumps

Reference:

R. E. Querio letter to USNRC, dated July 15,1996, Application for Amendment of Facility Operating Lincenses NPF-11 and NPF-18, Appendix A, Technical Specifications, Sections 3/4.3.7.9,3/4.7.5,3/4.7.6 and 6.1.C.4 This Special Report is submitted in accordance with LaSalle Unit 1 and 2 Operating Licenses NPF-11 and NPF-18, Appendix A, Action Statement b.2.c of Technical Specification 3.7.5.1, and Technical Specification 6.6.C.

Technical Specification 4.7.5.1.2.c. requires that each diesel driven fire suppression pump shall be demonstrated operable "at least once per i 18 months, during shutdown, by subjecting the diesel to an inspection in I accordance with procedures prepared in conjunction with its manufacturer's recommendations for the class of service".

At 1645 hours0.019 days <br />0.457 hours <br />0.00272 weeks <br />6.259225e-4 months <br /> on November 26,1996, both diesel driven fire suppression i pumps were declared inoperable when Engineering identified that maintenance had not always been performed during shutdown as required by Technical Specification 4.7.5.1.2.c.

Maintenance is currently performed on the diesel driven fire suppression pumps in accordance with LaSalle Maintenance Surveillance LMS-FP-12 l9 (Diesel Fire Pump Surveillance). This procedure was developed in conjunction with manufacturers recommendations and operating experience.

Maintenance is currently performed at intervals (i.e.,6 months,12 months, Tg 4

and 24 months) suggested by the manufacturer. These recommended frequencies do not correspond with the Technical Specification frequencies

verbatim.

Action Statement b.1 of Technical Specification 3.7.5.1 requires that a I backup fire suppression water system be established within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> with the fire suppression water system inoperable. The station's Service Water  ;

System was established as the backup fire suppression water system in accordance with LaSalle Operating Abnormal Procedures LOA-FP-101 (Unit 1 Fire Protecticn System Abnormal) and LOA-FP-201 (Unit 2 Fire Protection System Abnormal). Both diesel driven fire suppression pumps were fully available when they were declared inoperable.

Completion of the 24-month maintenance inspections will satisfy technical 1 specification surveillance requirement 4.7.5.1.2.c. A 24-month maintenance '

inspection was performed, during shutdown, on the 0A Diesel Fire Pump (0FP01PA). In the course of performing maintenance on the OA Diesel Fire  !

Pump, a problem with the fuel oil level instrumentation on the 0A Diesel Fire Pump day tank was identified. Repair of this unrelated problem is in progress. Presently, the 0A Diesel Fire Pump is inoperable but available for i use. l l

A 24-month maintenance inspection is in progress for the OB Diesel Fire 1 4 Pump (0FP01PB). This pump is currently out of service. This maintenance  !

is being performed in accordance with procedures prepared in conjunction with its manufacturer's recommendations. The 24-month maintenance I inspections were scheduled prior to declaring the diesel driven fire supprenion pumps inoperable on November 26,1996.

I The frequency for the 24-month maintenance will be changed to once per 18  ;

months during shutdown in the general surveillance tracking program. I Changes to appropriate procedures will be mado prior to their next use.

In the reference document, LaSalle County Station submitted a request to relocate the fire protection requirements in the Technical Specifications to  ;

the Updated Final Safety Analysis Report and the Administrative Technical Requirements. That submittal also requested the replacement of the existing Fire Protection License conditions with the standard license condition for a fire protection prograrn as suggested in Generic Letter 86-10. 1 Upon NRC approval of our request, appropriate changes will be made to the subject surveillance requirement in accordance with 10CFR50.59 and the On-Site Review process, i

As a result of not performing the surveillance in verbatim compliance with the Technical Specification frequency, a Licensee Event Report will be issued.
