This Special Report is submitted in accordance with LaSalle Unit 1 Operating License NPF-11, Appendix A, and Technical r Specifications 3.3.7.9 and 6.6.C.

Technical Specification 3.3.7.9 requires as a minimum, the fire detection instrumentation for each fire detection zone of Unit 1 and Unit 2 shown in Table 3.3.7.9-1 shall be OPERABLE whenever the equipment protected by l the detection instrument is required to be OPERABLE. l

November 9,1996, to support welding, cutting, and grinding activities within the zone during the Unit 1 Forced Outage (L1F35). At 0105 hours0.00122 days <br />0.0292 hours <br />1.736111e-4 weeks <br />3.99525e-5 months <br /> on November 23,1996, Fire Detec*.lon Zone 1-31 was inoperable for a period j

! greater than fourteen (14) days. This detection zone is located in the Unit 1 Reactor Building at elevation 673'-4".

1 During the Forced Outage, a number of activities such as welding, cutting, i and grinding are performed within Detection Zone 1-31. These activities I have caused the detection zone to alarm in the past. The alarms caused by the welding, cutting, and grinding activities have the potential to distract and desensitize workers to fire alarms.

A fire watch patrol was established in accordance with Action Statement a.

of Technical Specification 3.3.7.9 to inspect the zone at least once per hour while the detectors were out-of service. This fire watch patrol remained in place until Detection Zone 1-31 was retumed to service on November 27,1996.

ensured detection capability was available while Detection Zone 1-31 was out-of-service.
