DPR-54 FR0 POSED AMENDMENT NO. 110, REVISION 2, SUPPLEMENT 1 This letter supplements our transmittal letter to you of October 14, 1985, with which Proposed Amendment No. 110, Revision 2 was submitted for NRC approval.

As a result of comments received in a telephone conversation with your office on January 23, 1986 (Colombo /Grayhek, SMUD with Syd Miner /Barry Elliott, NRC),

it was concluded that the following supplementary information be provided in support of the Proposed Amendment.

In a March 13, 1985 letter from Mr. Cecil 0. Thomas, Chief, Standardization and Special Projects Branch, to Mr. J. H. Taylor, Manager, Licensing, Babcock

& Wilcox, their Topical Report BAW-1543, Revision 2, was accepted for reference in licensing applications. As a result of the approval, the Sacramento McMi-cipal Utility District requests that the Director, Office of Nuclear Reactoc Regulations, approve the Integrated Reactor Vessel Material Surveillance Pro-gram (IRVSP) documented in BAW-1543A, Revision 2, for Rancho Seco Unit No. 1.

Based upon SMUD's understanding of the NRC's evaluation of the above mentioned report, after approval of our participation in IRVSP by the Director, Office of Nuclear Reactor Regulation, our exemption to .10 CFR 50, Appendix H, granted by the Commission on October 20, 1977, will no longer be required as the Rancho Seco surveillance and forthcoming dosimetry programs (the latter scheduled for Cycle 8 refueling) will meet 10 CFR 50, Appendix H. Therefore, Lpon NRC approval of IRVSP for Rancho Seco Unit No. 1 as described in BAW-1543A, Revision 2, the District requests that our exemption to 10 CFR 50,
