. 'With his letter of January 2,-to the San Luis Obispo County telegra: -

Tribune, Mr. yrederick W. Hielke, Jr. haa made a compelling case ,

a6ainst Diatlo Canyon.

hgnedbyhisasCh(armanoftheBoardofPGt.Ewithoutadisclaimer of the letter's official character, it represents a consensus at the top of the corporate hierarchy, sets policy and gives guidance to all hands at PGLE. i The cc:pany District Manager D.L. Kennady's invitation (12.i.61) r C s't to phone himNts /any information desirec, , and3 more inportantly, NRC Chairman Nuncio J. Paladino's remark (12'. 2.61) that " nuclear plants can be built s fe and operated safely only if utilities assume the responsibility for proper procedure"-- these are silently dis-

=issed by Mr. Mielke.

Instead, he rescrts to two ti e-honored propaganda principles: (1) accuse your opponent of strategems you use yourself; and (2) stick unre ittingly to deceptive semantics until they sound logical.

i Ad (1): Mr Mielke accuses opponents of politicizing what he calls

' technical issues" which, of course, include ,the recently discovered series of conatruction defects.

Ad(2)h he uses throughout his letter the word"audit" which i

~

dictionaries defice as a "review of records and reports", a mere paper exercise. With this he is in conflict with the NRC's Ta' ale  ;

of OrganizationC which =akes a distinction between "audit" and "inspsetion",a word absent from Mr. Mielke's letter. He is in con- l I

b l flict also with Mr. palladino's opegtive phrase of "inspection, veri- j

}Vorstofall,Mr.Mieli.edoesn'teventouchonthe central Diaolo issues: seismic safety and nuclear-operational safety, not to speak of the pessibility that the plant':ight be exposed to both dta cra at the sare time. With 14 design and c nstruction defects detected so far, Mr. Mielkt even drops any p2rson 1 Assurance of'the plants safety--for years 50p at pGLE.

Nor is there any refer.nce in his letter to the Three Mile Isinnd O'ecident "e$'the 46 projects pic=ised by p3&E for icnunizing Diablo egainst a TMI type accident. That nay be understandable: TNI clean-up affortshave so far only resulted in repeated radiation releases.

Not so understandaele is Mr. Mielke's o=ission of any refercnce to Difelo'[s present state. In case of an earthquake, operations control
