b Enclosed is the draft letter which we discussed by phone today.

Also enclosed for your information are a petition and a petition for rehearing which were filed with us seeking review of Diablo Canyon costs.

We denied the petitions (decision enclosed) on'the ground that withdrawal of the existing certificates for construction of the plants required a more convincing showing.

However, we do need assistance in assessment of the cost questions which were raised in the petitions.
