Dear Chairman Zech and Members of the Commission:
Enclosed please find a Request for a Stay filed today by the Sierra Club in the Tbove-referenced proceeding.
We have been informed today by counsel for 'the NRC that the Operating License Amendments at issue are being issued today and will be immediately effective.
Due to our desire to seek immediate judicial review in the absence of a stay, we respectfully request that you act on this Request for Stay no later than close of business, Monday, October 26, 1987.
In the event that the Commission votes to deny the stay request, the Sierra Club respectfully requests a limited stay of one week to permit the Club to apply to the Ninth Circuit for an emergency stay.
Because of the urgency of this matter, I would appreciate immediato notification by telephone of any action which you take.
