TMI-1 REGULATORY GUIDE 1.97 OPEN ITEMS (TAC #51361) .

The NRC issued a Safety Evaluation Report (SER) on August 24, 1987 to document its review of compliance at TMI-1 with Regulatory Guide 1.97 "Instrumentation for Light Water-Cooled Nuclear Power Plants to Assess Plant and Environs Conditions During and Following an Accident". The SER listed six parameters for which GPU Nuclear had not demonstrated compliance with R.G.1.97 or had not provided adequate justification for deviating from R.G.1.97. GPU Nuclear

.provided additional information in support of its position on pressurizer level, pressurizer heater status and heat removal by the containment fan heat removal system in a letter dated December 10, 1987.

The NRC staff has reviewed your December 10, 1987 submittal and concurs with the justification that the above parameters meet the intent of R.G.

1.97. This letter transmits the staff's supplemental SER which documents the results of our review. The supplemental SER also noted the fact that acceptability of accumulator tank level and pressure and containment sump water temperature indications is pending a generic review by the staff.

, l The staff, however, is still in the process of generically reviewing the need for environmentally qualified Category 2 instrumentation to monitor accumulator tank level and pressure. We will, therefore, report on the acceptability of this item when the generic review process is complete.

3.0 CONCLUSION

Based on the staff's review of the enclosed TER and the licensee's submittals, we find that the Three Mile Island Nuclear Station Unit No. I design for the pressurizer level, pressurizer heater status, and heat removal by the containment fan heat removal system, is acceptable with respect to conformance to R.G. 1.97, Revision 3.

The acceptability of instrumentation for accumulator tank level and pressure will remain open pending the outcome of the staff's generic review of the need for environrnentally qualified Category 2 instrumentation to monitor this variable.

We will therefore report on the acceptability of this issue when ths generic review process is complete.
