During the Nuclear-Regulatory ' Commission (NRC) inspection conducted on p

November.18 : through ' December 15, 1989,- a violation of NRC requirements was k

identified. In-accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1989), the violation is listed below:

Technical Specification 6.5.1.6.1 requires that the Plant Safety Review Committee q(PSRC) shall be responsible for review of:

' Contrary to the above, on October 26, 1989, the PSRC inadequately reviewed Quality Deficiency Report (QDR) 237/89.

The QDR identified inconsistencies i

regarding detection and isolation instrumentation for the Reactor Water Cleanup' System (RWCU). Temperature isolation instrumentation for the RWCU valve nest room was installed in the RWCU heat exchanger room. The PSRC failed to identify-that the RWCU valve nest room temperature instrumentation was, required-by TS 3/4.3.2, Table 3.3.2-2, which are safety related isolation actuation. instrumentation, j
