-2-EXECUTIVE SUMMARY Grand Gulf Nuclear Station NRC Inspection Report 50-416/97-13 This routine, announced inspection focused upon specific areas of the licensee's physical security program. These areas included review of records and reports, testing and maintenance, assessme.nt aids, detection aids, lighting, and security plans and procedure Plant Support

  • A very good records and reports program was in place. Security records were maintained for the appropriate time period. Trending of equipment proUems was very good. A problem analysis program was recently established to address issues identified within the security program (Section S1.1).
  • Security systems were repaired in a timely manner. An excellent testing and maintenance program was conducted and properly documented. Spare parts and equipment availability was excellent (Section S2.1).
  • Assessment aids provide effective coverage of the perimeter detection zones. The overall picture quality of the cameras and the monitors was acceptable (Section S2.2).
  • The protected area intrusion detection system was functional, effective, and properly operated. The protected area barrier was well maintained (Section S2.3).
  • Lighting requirements within the protected area and isolation zone was generally good. A violation was identified for the failure to implement compensatory measures at two trailers within the protected area. The lighting under them did not meet the required 0.2 footcandles and there were openings under the trailers that had not been covered to prevent them from being used as concealment areas (Section S2.4).
  • Security plan changes were submitted in accordance with NRC requirements and the changes did not decrease the effectiveness of the plans. Security procedures were consistent with the security plans. Local Law Enforcement Letters were on file as required by the security plan (Section S3.1).
