Cerne, Senior Resident Inspector 2.0 Purpose The purpose of this preoperational inspection was two-fold. First, an additional review of the status of the licensee's operational readiness for fuel receipt was conducted. Second, an update on the degree of readiness of the health physics, radioactive waste, and chemistry depart-ments for future detailed preoperational and start-up inspections was obtaine _

3.0 Fuel Receipt The inspector reviewed the implementation and adequacy of radiological controls for fuel receipt with respect to criteria contained in the following:

  • 10 CFR 20, " Standards for Protection Against Radiation"
  • Special Nuclear Material License (SNM) No. 1963, dated December 19, 198 The evaluation of licensee performance in this area was based on: ob-servation of fuel receipt activities, discussions with cognizant per-sonnel, and review of documentatio During the receipt of fuel the following activities / items were observed:
  • performance of radiological surveys of shipping containers and transport vehicle
  • presence of the following equipment with current calibration stickers:
  • survey meters for alpha and gam.ma radiaticas a counting instruments for alpha and beta radioactivity
  • portable area radiation monitor with audible monitor
  • personnel frisking station
  • portable air sampler a personnel dosimetry badges and self-reading pocket dosimeters a control point for entry into the radiologically controlled area (RCA) set up for fuel receipt and handling operations
  • radiation work permit (RWP) issued for fuel receipt activities in the RCA
  • use of barriers and posting to establish the limits of an RCA During discussions with cognizant personnel, licensee representatives made the following statements:
  • The general employee training (GET) programs for site personnel and for radiation workers were established and implemented; all site per-sonnel have not yet received their initial trainin .

  • Majority of H.P. technicians (Operations) meet the selection criteria in Regulatory Guide 1.8, " Personnel Selection and Training" and ANSI /ANS 3.1-1978, " Selection, Qualification, and Training of Personnel for Nuclear Power Plants" for full qualificatio * Prior to the initial receipt of fuel, a simulated receipt of new fuel was conducte The following documentation was reviewed:

  • procedures addressing: the issue, control, return, and evaluation of personnel dosimetry; use of HP instrumentation used during fuel receipt; and calibration of HP instrumenta-tio Within the scope of this review, no violations were identified, and, in general, the licensee performed acceptable radiological controls for new fuel receip .0 Readiness for Preoperational Testing and Operational Preparedness Inspec-tions - Radiological Controls / Update During the previous inspection (50-443/85-28), dates for the licensee's readiness for preoperational inspections in the radiological controls area were obtained. The inspector reviewed the previously-obtained dates with licensee radiological protection, radioactive waste, and radiological chemistry personne The date for inspection readiness in the area of training and qualification for radiological protection personnel is now late February 198 . Exit Interview The inspector met with the personnel denoted in Section 1.1 at the con-clusion of the inspection on February 6, 1986. The scope and findings of the inspection were discussed at that tim At no time during this in-spection was written material provided to the licensee by the NRC inspec-tor.
