. Good success was noted in reactor vessel disassembly / reassembly work. The licensee l

Leontracted the services of an individual experienced with this work. A counterbalanced

'

rigging technique was developed to minimize the weight the reactor vessel stud exerts on the

g threads during installation / removal and this helps protect the threads from subsequent repairs.

o

-

The licensee putehased a remote-operated reactor vessel stud hole cleaning device as there

+

was difficulty removing five studs in OR01. The capability to clean the reactor flanges

'

remotely has been purchased for future use.

E t

, Permanent scaffolding was installed around the pressurizer to facilitate easy access to the

. pressurizer heaters and permanent scaffolding for the Steam Generator (SG) hand-hole

,

elevation was under consideration to reduce exposure incurred in SG sludge lancing.

_

' Die ALARA Supervisor stated that actual exposures received in conducting MOV surveillances were higher than the established goal due to rework conducted as a result of l

g

' deficiencies found during the conduct of the surveillances.

!

No dedicated window to emplace shielding in the containment was provided for OR02. The

y licensee d_id not track RWP-hours; the ALARA Supervisor stated that this statistic would not

be particularly beneficial as some work activities were prestaged in the annulus. The

"

licensee sponsored several trips to other nuclear stations and Westinghouse in support of

.

p ALARA reviews in preparation for OR02.

JAs part of this inspection, the following procedure controlling ALAPA planning was j

RP15.1, " Job Preplanning and Review for Radiation Exposure Control," Revision 6, e

s 8/31/92.

.

!

The licensee controlled work by assignmg a cogmzant individual known as the " job

.L supervisor;" this individual was responsible for the overall planning effort associated with

. each particular job. ~ Initially, job supervisors were tasked with initial job scoping and

.,

acquisition of an initial exposure estimate from the Health Physics Department. The 1 procedure required that the ALARA plan for a job with a sceping exposure estimate of.2.10

person-rem receive.h1 approval from the Radiation Safety Committee (RSC). Jobs with a

. scoping exposure estimate.2.1 person-rem but < 10 person-rem required an ALARA review

-

but were not required to receive RSC approval. Jobs with an~ exposure estimate of < 1 Lperson-rem did not require preparation of a formal ALARA package; ALARA preplanning was performed and documented through the Radiation Work Permit (RWP) process.

,

- Additionally; the following guidance was contained in this procedure. ~ "During the initial y

years of Seabrook. Station op: ration, when radiation fields are low and few jobs are expected to exceed these exposure levels, the Health Physics Department Supervisor may establish 8 '

criteria commensum with planning capabilities."'. No guidance concerning airborne
