, Notice of Violation Based on the results of an NRC inspection conducted on January 16 to 20, 1978, it appears that one of your activities was not conducted in full compliance with the requirements of 10 CFR 50, Appendix B, Criteria X, as implemented by the PSAR (Chapter 17).

Criterion X requires that an inspection program be executed to verify conformance with documented instruction. The ASME Code Section III Division I, as referenced by WPP/QCI 61.0, specifies maximum weld reinforcement of 3/32" for 1/4" plate.

Contrary to this requirement, on January 19, 1978, the NRC inspector observed six welded joints in the 1/4" reactor containment liner plate which had reinforcement in excess of 3/32", as indicated below:

H1-10 3/16" Hl-ll 7/32" Completed weld inspection records of these joints showed that each of the joints had been accepted by quality control engineers.

This is an infraction.
