k Based on the results of an NRC inspection conducted on January 16 and 17, f

1975, it appears that certain of your activities were not conducted in i;

full complaince with conditions of your license as indicated below:

A.

Technical Specification 3.8.B.2 states; "The release rates of halogens and particulates with half lines greater than eight days released to the environs as part of airborne effluents shall not execed:

Contrary to this requirement, you released iodines and particulates (with half-lives greater' than eight days) at a rate in excess of the above limit for the weekly period from January 7 through January 13, 1975. We note that this item was reported by you to the Office of Inspection and Enforcement, Region I, on January 13, 1975.

It is further noted that corrective actions were reviewed during the inspection.

This infraction was identified by the licensee and had the potential for causing or contributing to an occurrence with safety significance.

B.

Technical Specification 6.2.D states in part, " Work instructions...

to the operating or maintenance staff shall require that the procedures in'A and B above are to be followed in conducting activities identified therein." The procedurec in B refer to the Radiation Control Procedures.

,M' Contrary to this, four contracted maintenance personnel instructed j

to perform work in the Offgas Retention Building on January 17, 1975, failed to follow the Radiation Control Procedure entitled, " Radiation Work Permits." The specific portion of the procedure not complied with was section 5.4.1 which requires adherence to the clothing requirements stated on the posted Radiation Work Permits. None of the four workers were in full compliance with the clothing require-ments of the permit.
