s During an NRC inspectibn conducted on September 1-3, 1987, a violation of NRC

. requirements was identified.

In accordance.with the " General Statement of

. Policy and Procedure for NRC Enforcement Actions", 10 CFR Part 2, Appendix C p, _

10 CFR Part 50.54(q) states in part:

...A licensee ruthorized to

Paragraph IV.G of Appendix E to 10 CFR Part 50 requires the program to describe the provisions.to be employed to ensure that.the emergency plan,

,C emergency equipment and emergency plan implementing' procedures are

. maintained up to date.

Section 10.0, " Maintaining Emergency Preparedness" of the licensee's Emergency Plan. approved 1984 states in part:

Building Emergency Team members receive initial training and annual reviews in respiratory protection, radiological protection, first aid, fire protection and emergency support a

Emergency. Plan Implementing Procedure (EPIP), A-5, Section 3.3,

" Emergency Control Procedure - General". states in part:' "The Building

!b Emergency Teams will include personnel trained in first aid, fire fighting and radiation monitoring as well as personnel designated as 1

Assembly Area Leaders.

Specific responsibilities of team members are assigned in the building emergency procedures.

Drill and training seszsons will be conducted.to ensure that teams are in operational readiness." Section 3.5' requires that training for building and functional emergency teams will be planned, implemented and documented.

EPIP, C-5, " Fire Protection Procedure" states in part:

" Employees designated as fire fighters, radiation monitors and alternate fire fighters will-be trained in the use of SCBA."

Contrary to the above:

(1) none of the three firemen listed on the NTR Building (Building 105)

Emergency Team had.been provided with self-contained breathing apparatus (SCBA) training; j

(2) for the period of May 1984 to March 3, 1987, documentation of A

initial training and annual reviews was not maintained; i

_p-(3) for the period of May 1984 to January 1986, annual reviews in respiratory protection, radiological protection, first aid and fire protection were not conducted.

This is a Severity Level IV Violation (Suppleinent 1).

Pursuant to the provisions of 10 CFR 2.201, General Electric Company is hereby required to submit a written statement or explanation to the U. S. Nuclear Regulatory Commission, ATTN:

Document Control Desk, Washington, DC 20555 with a copy to the Regional Administrator, Region V, within 30 days of the date of the latter transmitting this Notice.

This reply should be clearly marked as a

" Reply to a Notice of Violation" and should include for each violation:

(1) the reason for the violation if admitted, (2) the corrective steps that have been taken and the results achieved, (3) the corrective steps that will be taken to avoid further violations, and (4) the date when full compliance will be achieved.

If an adequate reply is not received within the time specified in this Notice, an order may be issued to show cause why the license should not be modified, suspended, or revoked or why such other action as may be proper should not be taken.

Consideration may be given to extending the response time for good cause shown.
